During the 1970s, local protests against highway construction, air and water pollution, and the destruction of city neighborhoods in the name of urban renewal gave rise to numerous citizen initiatives focused on environmental concerns. At a Munich demonstration, environmentalists proclaimed: “There’s already enough concrete.”
