Regulation of food production and distribution began soon after the outbreak of the war. At first, the only change was the introduction of price ceilings for foodstuffs (in order to prevent speculation). Soon, however, a comprehensive system of requisitions, mandatory deliveries, and rationing was in place. Local governments were responsible for assuring provisions. But in the final analysis these efforts could not compensate for the effects of the Allied blockade and the almost 25% decrease in domestic food production. Turnips, fruits, and vegetables were among those food items farmers were required to deliver to the authorities, as can be seen in these two photographs.
