Abstract

This clip produced by Deutsche Welle in 2017 reports on the difficulty of increasing the number of women in the German Parliament (Bundestag). The number of female Members of Parliament varies widely among political parties; after years of success, in the most recent elections the proportion of female politicians decreased. The video follows the CDU politician Claudia Lücking-Michel as she clears out her office as she was not reelected on the party list. She laments the reluctance of her party to increase the number of women in the Bundestag. At the time the CDU followed a policy that a minimum of one third of party positions should be filled by women but the result was disappointing. After decades of discussion, the 2022 CDU Party Congress changed this policy and voted for a staged introduction of a gender quota which is in place until 2029. The CDU policy follows in the footsteps of SPD, Alliance 90/the Greens, and the Left Party who long ago introduced quotas for women.
